Highlights of the school board meeting held on January 17, 2017

District Highlightschoir sings
The Kalles Junior High choir was featured during the District Highlights portion of this regularly scheduled meeting. Prior to the meeting students performed the tune John Henry. As the meeting got underway, students performed another piece, How Can I Stop Singing My Song? Under the direction of Kate Billings, student enrollment in this course has grown. Eighty seven students sing in the two choirs at Kalles.

The KJH choir was featured to mark the final meeting of the PSD Board of Directors at their school. Beginning February, and for the second semester of the 2016-17 school year, the school board meetings will be held at Edgemont Junior High School.

Directors were next presented with the first group of students to earn a varsity letter in volunteer service. Director of Instructional Leadership Tracy Pitzer and Communities In Schools Puyallup Executive Director Jan Mauk introduced 13 students and commended them for their efforts.

While students had to accumulate at least 150 hours of volunteer service to be eligible for the varsity letter, these students exceeded that requirement for a cumulative total of 3,062.75 hours in service to others.

The students recognized received a varsity letter, or monogram designed and produced by Jostens. Representing Jostens, Rick Morton and Eliot Brimage were presented to the board of directors and thanked for their work in supporting this program.

JostensChief Communications and Arts Officer Brian Fox thanked Morton and Brimage for working with many schools in the Puyallup School District for the purpose of honoring students for their achievement. “Your partnership with us allows students to be recognized with symbols they are likely to keep their entire life” said Fox. “Thank you for your help in celebrating these students, and for your support of Puyallup students throughout the year.”

Action Taken

In regular business, the board took action on the following items:
- Acceptance of a $15,000 donation to the Wildwood Park Elementary Dancing Classrooms program.
- Acceptance of a $7,004 donation from Carson PTA to the school.
- Approval of recommendations from the Bond Oversight Committee made at the January 3, 2017 board meeting.
- Approval of the 2017-18 Student Calendar (which can be found on the district website).
- Approval of bargaining agreements between the district and the International Union of Operating Engineers Custodial Employees, Maintenance, Warehouse, and Print Shop Employees.
- Formal request of the Office of Superintendent of Public Instruction (OSPI) for a one day waiver for school emergency closure for Rogers High School as a result of the recent wind storm and power outage.

Board Policy Updates
Directors were presented with a second reading of several school board policies which have been revised due to legislative changes, suggestions by the Washington State School Directors Association (WSSDA), or to implement district efficiencies and effective use of available resources. These policies include:

Policy 2400 – High School Graduation Requirements
Policy 2413 – Equivalency Credit for Career and Technical Education Courses
Policy 3115 – Homeless Students: Enrollment Rights and Services
Policy 3116 – Students in Foster Care (new policy)

Assistant Superintendent Casey Cox provided directors with an overview of the changes being recommended. Directors approved revisions of all policies and approved the new policy.

Microsoft Office Specialist (MOS) Certification Model

Maija Thiel, director of instructional leadership, career and technical education presented directors with explored options for updating technology instruction for Puyallup students. Thiel outlined the proposed transition to a new Microsoft Office Specialist (MOS) certification model. Currently the district makes use of a program called Digitools which provides cross-curricular Microsoft Office instruction for all students in grade nine.

Rationale for this transition included the following points of consideration:
- Moves instruction from grade nine to grade seven by the 2019-2020 school year
- Provides students with Microsoft Office certifications
- Develops core technology skills supporting educational success
- Offers flexible support for the 24-credit graduation requirement

Before and After School Childcare

Dr. Vince Pecchia, chief instructional leadership officer provided directors with an update regarding the research being conducted among potential before and after school childcare vendors.

With an interest in providing students and families with a continuum of services with a program aligned to academic standards at each elementary school, Pecchia and a team have been exploring options for consideration.

Of interest is a vendor which can provide before and after school programs that are:
- Designed for students in preschool through grade six.
- Aligned to academic standards that offer a continuum of services.
- Guaranteed enrichment activities for students.
- Housed in all elementary schools.

Bond Financing Plan
Corine Pennington, chief financial officer reported on a proposed bond financing plan for the remainder of the school district’s outstanding capital projects bond authority.

On November 3, 2015 in the General Election voters in the Puyallup School District approved $292,515,000 in general obligation bonds for the purpose of building and expanding five elementary schools. The bond sale on December 8, 2015 generated $80,000,000 for the Capital Projects Fund.

The plan prepared for the January 17, 2017 school board meeting proposed a financing plan for the remaining $212,515,000 bond authority.

Pennington introduced Financial Advisor for Education Service District 112 Mark Prussing who proposed that with interest rates rising and the bond projects being accelerated it may be in the district’s best interest to sell all the remaining bonds. This would lock in the interest rate which is still relatively low and would save on bond sale issuance costs.

November 2016 Financial Statements
Laura Marcoe, director of business services presented directors with financial statements for the district’s General Fund, Capital Projects Fund, Debt Service Fund, Associated Student Body Fund, Transportation Vehicle Fund, and the Private Purpose Trust Fund.

Marcoe noted that all funds are operating as expected.

Upcoming Meetings
This was the final meeting of the PSD School Board to be held at Kalles Junior High during the 2016-17 school year.

Beginning Monday, February 6, 2017 and continuing through the end of June the PSD Board of Directors will meet at Edgemont Junior High, 2300 – 110th Ave. E, Edgewood, 98372.
